Mayor Bill de Blasio has outlined his "Vision Zero" plan, with the goal of reducing traffic related deaths in New York City.

The proposal begins with lowering the speed limit from 30 miles per hour to 25 miles per hour.  De Blasio wants to increase the number of speed and red light cameras, while also having more police officers enforce the traffic laws.

"Vision zero strategy is clear.  It combines enforcement, education and engineering to systematically confront the factors that lead to crashes," de Blasio said.

The plan calls on the Taxi and Limousine Commission to create an enforcement team which would target reckless taxi drivers.  De Blasio also wants technology installed in cabs that would turn off the meter when the driver speeds.

Some of the mayor's proposals will require approval from the state legislature.  De Blasio is already in a standoff with Albany lawmakers over his plan for universal Pre-K.
